The legislator, taking into account these situations of the judges, accepted (in advance) with the pre-acceptance (in advance) that the judge cannot be impartial in case of certain situations. In some cases, if there is a suspicion that the judge could not be impartial according to the concrete case, it gave the parties the opportunity to reject the judge based on this suspicion. What these situations are is not determined one by one in advance due to the nature of the business, it is left to the characteristics of each concrete event.
