In order to benefit from conditional release, they had to serve 30 years of aggravated life imprisonment, 24 years of life imprisonment, and 2/3 of other prison sentences. With the regulation made, the rule of spending 2/3 of the time in the penitentiary institution in conditional release was reduced to half (1/2).
While they are required to spend 3/4 of them in prison for recidivists and organized crimes, it has been reduced to 2/3 with this law.
Some crimes are exempted from the 1/2 amnesty. The rate will continue to be applied as 2/3 or 3/4 in exceptional crimes.

Offenses against private life and the secret sphere of life (Turkish Penal Code, between art. 132-138)
Crimes against the secrets of the state and espionage (Turkish Penal Code art. 326-336) (except those who receive life sentences and aggravated life sentences)
Offenses against sexual immunity committed by children (Turkish Penal Code art. 102-105)
The crime of manufacturing and trading drugs or stimulants committed by children (Turkish Penal Code art. 188)
Those who have been imprisoned for establishing or managing an organization to commit a crime by children or for crimes committed within the framework of the organization’s activities
